Jubilee Health Partners
The hardest problems in rural and critical-access care.
We build software for the parts of healthcare where the margin for error is thinnest — where a single breakdown reaches the patient, the health plan, and the provider all at once.
Why it's hard
One breakdown, three parties holding the bill
In rural and critical-access settings there is rarely slack in the system. When something goes wrong in the record, it does not stay contained to whoever made the error.
Patients
Care that gets interrupted, delayed, or quietly not delivered — in places where there is no second provider down the road.
Health plans
Dollars paid against visits that cannot be substantiated, found long after the fact and recovered the hard way.
Providers
Small agencies carrying audit and recoupment exposure they had no practical way to see coming.
The problem
Your EVV system records visits. It doesn't tell you what's wrong with them.
LASRS captures what your workers clock in and out of. What it does not do is tell you which visits won't survive scrutiny.
The shift that overlaps another shift. The check-in recorded miles from the client's home. The authorization tracking toward full spend with three months left on it.
Those patterns get found in audits. They can also be found beforehand, which is considerably less expensive.
What Second Line looks for
Seven categories, scored continuously
Scored independently and never blended into one number — so you always know precisely where the exposure is, not just that it exists.
EVV verification
Visits missing or failing electronic verification.
Address & data quality
Client records that can't be located or validated.
Time & attendance
Overlapping shifts, implausible travel between visits, unusual gaps.
Billing timeliness
Claims aging past the point where problems get expensive.
Utilization
Authorizations tracking toward full spend before their term is up.
Worker concentration
Flagged activity clustering around a small number of employees.
Verifiability
Visits that would be difficult to defend if someone asked.
How it works
Three steps, and no change to anyone's day
Your data comes in
Second Line connects to your existing LASRS data and brings in visits, clients, employees, and prior authorizations. Your workers keep clocking in exactly the way they do now.
Every visit gets checked
Each visit is evaluated across the seven categories. Patterns spanning multiple visits get caught too — the ones that only appear when you look at a worker's whole week rather than a single shift.
You see what needs attention
A running overview shows where the exposure is. Open any single visit to see everything recorded about it — clock times, locations, distances, the client and worker involved — on one screen.
Scope
Deliberately not another all-in-one platform
Second Line does not do your billing, and it does not run your schedule.
You already have systems for that, and replacing them is not worth the disruption to you.
It does the one thing the all-in-one platforms treat as an afterthought: it looks hard at your data and tells you what is wrong with it. That focus is the entire point.
How your data is handled
Second Line runs on AWS infrastructure under a signed Business Associate Agreement, with data encrypted at rest and every agency's records isolated — no shared views, no cross-agency access.
We sign a BAA with your agency before receiving any client information. That is the first step of onboarding, not an afterthought.
About
An umbrella for work that keeps getting skipped
Jubilee Health Partners, LLC builds software for rural and critical-access healthcare — the settings large vendors reach last, because the populations are small, the margins are thin, and the problems do not generalize neatly.
Second Line is our first product: compliance and fraud detection for home-care agencies operating in Louisiana, built against LASRS specifically and against how Louisiana HCBS and Home Health agencies actually operate.
Who you would be working with
Jubilee Health Partners is led by Christian Olivier, who built Second Line and works directly with every agency using it.
New Iberia born and raised. The parishes Second Line was built for are the ones he grew up in — this is not a national vendor discovering Acadiana on a map.
